Mould needs moisture to grow. In Sydney buildings that moisture usually comes from one of three places: water getting in through roofs, balconies, windows, walls or plumbing; rising or penetrating damp in masonry; or condensation from poor ventilation in bathrooms, laundries, wardrobes and subfloors.
Wiping or spraying mould off a surface treats the symptom. If the wall behind is wet, the plasterboard is saturated or the subfloor is damp, the mould grows back, often inside the wall where you cannot see it.
Mould remediation is building work: find the moisture source with inspection and moisture readings, remove the mould-affected materials, repair the leak or damp, improve ventilation where needed, and rebuild with materials suited to the area.

Mould removal usually means cleaning visible mould from surfaces. Mould remediation deals with the cause: finding and fixing the water, removing mould-affected building materials and rebuilding, so the mould does not come back.
Because the moisture feeding it is still there. A leak, rising damp or condensation from poor ventilation will keep the area damp until the building problem is fixed.
It depends on the cause. Leaks from common property such as balconies, roofs and external walls are usually the owners corporation's responsibility. Condensation from how a unit is used may be the occupant's. We can inspect and report on the likely source.
