Concrete cracks for different reasons: shrinkage as it cures, ground movement under slabs and footings, overloading, and corrosion of the steel inside it. A shrinkage crack in a driveway and a crack caused by corroding reinforcement in a balcony need completely different repairs.
Spalling, where pieces of concrete break away from the surface, is usually caused by corroding steel. As steel rusts it expands and pushes the concrete off. In Sydney this is especially common in coastal suburbs and older apartment buildings, and is often called concrete cancer.
The right repair depends on the cause. Fine non-structural cracks may only need sealing. Structural cracks may need epoxy injection or stitching. Spalling needs the damaged concrete removed, the steel treated and the section rebuilt.

Yes. Non-structural cracks can be sealed, structural cracks can be bonded with epoxy injection, and spalled areas can be broken out and rebuilt. The right method depends on why the concrete cracked.
Usually corrosion of the steel reinforcement. Rusting steel expands and pushes the concrete off, which is why spalling is often called concrete cancer.
Structural repairs to slabs, beams, columns and balconies should be specified by an engineer. Small non-structural repairs often do not need one.
